The game is set in a fictional continent called Valeria, where two major factions are engaged in a war for supremacy. Players take control of a young knight, Denim Powell, and his allies as they fight to restore peace to Valeria.
The game features turn-based combat on an isometric grid system, with players controlling up to six characters at once. Each character has unique abilities and weapons which must be used strategically in order to win battles. In addition to the main story mode, there are also side missions available which can be undertaken for rewards such as money or items.
Players can customize their characters by equipping them with various weapons, armor and magic spells, as well as selecting their class and alignment. Classes have different attributes which affect how they perform during battle, while alignments influence the types of missions they can undertake and the rewards they receive upon completion. Additionally, characters have access to special attacks known as "Ogre Arts" which can be used to inflict massive damage on enemies.
The music of Tactics Ogre: Let Us Cling Together was composed by Hitoshi Sakimoto and Masaharu Iwata; it has been praised for its dramatic atmosphere and intense battle themes. The art direction of the game was handled by Yasumi Matsuno who would later become renowned for his work on Final Fantasy Tactics.

The game spawned two sequels on the PlayStation console; Tactics Ogre: Wheel of Fate (1997) and Tactics Ogre: Knight of Lodis (2001).
